Prerequisites for implementation

Type of implementing program

Private, nonprofit health centers or substance abuse treatment agencies typically operate PCAP sites. In Washington State, these agencies receive Department of Social and Health Services public funding to implement the model.

Staffing requirements

Program staff for a PCAP site include a clinical supervisor, case managers, and an office assistant. The developers recommend including an exit interviewer to collect data on client outcomes and program satisfaction.

Staff education and experience

Case managers must have a bachelor’s degree and four years of experience working with high-risk populations and on prenatal substance abuse projects.

Clinical supervisors must have a bachelor’s degree (master’s degree preferred), five years of experience working with high-risk populations, and three years of experience in the area of substance abuse and pregnancy.

Office assistants must have a high school diploma, or equivalent, and two years of clerical experience.

Exit interviewers must have a bachelor’s degree in social services or related field and two years of experience working with individuals who use substances.

Clinical supervisors oversee up to seven case managers, provide weekly individual supervision, and facilitate a weekly staff meeting.

Data systems/technology requirements

The developers strongly encourage program evaluation and provide evaluation tools on the PCAP website. PCAP uses a web-based data collection and monitoring system, developed and operated by DatStat, which is available to replication sites for a licensing fee.
