Implementing Play and Learning Strategies (PALS)

The information in this implementation report reflects feedback, if provided, from this model’s developer as of the above date. The description of the implementation of the model(s) here may differ from how the model(s) was implemented in the manuscripts reviewed to determine this model’s evidence of effectiveness. Inclusion in the implementation report does not mean the practices described meet the HHS criteria for evidence of effectiveness. Versions of the model that are described in the Adaptations and enhancements section of this implementation report may include (1) versions that were identified by the model’s developer and (2) versions that have been implemented by researchers and have manuscripts that HomVEE rated high or moderate, but that are not supported by the model’s developer.

The Children’s Learning Institute recommends that PALS be implemented by agencies with a sustained funding mechanism and an organizational structure that can support model continuity (such as Head Start, Early Head Start, and not-for-profit early childhood agencies).

Staffing requirements

Certified parent coaches implement PALS (see Pre-Service Staff Training for more details about the certification process) under the guidance of a supervisor. No information is available about other staff required to implement PALS.

Staff education and experience

PALS recommends, but does not require, that parent coaches have at minimum an associate’s degree in early childhood (or a related field) or a high school diploma and two years of work experience in an early childhood setting. For parent coach supervisors, PALS requires at least a bachelor's degree in early childhood education or a related field and three to five years of work experience, preferably in parent or family education.

Supervision requirements

Group supervision is recommended weekly to discuss PALS content and family change processes. In addition, individual supervision must be conducted monthly through observation of a home visit. One full-time supervisor can supervise 10 to 12 parent coaches.

The recommended caseload is one full-time parent coach for 12 to 15 families.

Data systems/technology requirements

PALS requires the use of technology to play video recordings of real parents and children demonstrating each concept. Curriculum materials required for home visits include DVDs that contain exemplar videos. Coaches should have access to a DVD player or laptop with a DVD drive. A digital camera, cell phone, or laptop is required to record the parent and child practice period.
