Average cost per family

The average cost for HIPPY per child per year is $1,800 to $3,900 [all values in 2020 dollars]. This estimate is based on services for 25 to 180 children and includes salaries for staff, fees for training and technical assistance, license and affiliation, program development, the cost of curriculum materials, and other direct costs. The cost per child may vary based on the budget requirements of individual program sites.

Labor costs

Annual salaries for home visitors, coordinators, support staff, and supervisors vary across affiliate sites. Each affiliate determines the level of staffing necessary to meet program needs and comply with model standards. For example, affiliate sites may choose to operate with part-time or full-time home visiting staff based on the number of families enrolled.

Purchase of model or operating license

Each HIPPY affiliate site pays an annual fee to the national office for licensing, program development, technical assistance, training, site visits, national conference registration, and access to all web-based platforms needed for data collection and reporting. The fees vary depending on the number of staff. Upon request, HIPPY USA provides prospective affiliates with start-up guidance and sample budget options.

The cost of HIPPY curriculum materials varies by the age of the children served and the number of children served. Fees include access to all materials and forms located in the HIPPY Library of Materials.

Cost of training and technical assistance

HIPPY USA conducts a pre-service training for all new coordinators. The fee for this training is up to $900 for the program coordinator and up to $600 for additional trainees from the same program.

Annual professional development fees are approximately $300 per home visitor.

On-site training and ongoing technical assistance are included in the HIPPY program fees.

Recruitment and retention costs vary across HIPPY affiliate sites. Recruitment efforts vary depending upon the local context and may range from hosting community events to establishing partnerships with schools, libraries, community-based organizations, or health care providers. Retention efforts primarily involve completing a comprehensive intake process to help ensure families understand the program and the required commitment.
