An evaluation report estimated the average cost per family in the evaluation sites as $933 (2003 dollars). This estimate included salary and fringe benefits for HS specialists (adjusted for the portion of time spent on HS activities), plus expenditures for clerical staff, enrollment staff, transportation, office equipment, handout materials, the telephone line, and administrative support. This estimate was based on the number of families who participated in the evaluation.
