Type of Implementing Agency

A variety of agencies have implemented SafeCare, including county public health departments, departments of family and children’s services, Head Start programs, intensive family preservation services, agencies working with parents with intellectual difficulties, criminal justice programs that serve parents recently released from jail, and private agencies that receive referrals from state or local departments of family and children’s services.

Staffing Requirements

SafeCare programs are required to have two primary staff positions: (1) providers who deliver home-based services, and (2) coaches who monitor fidelity of SafeCare implementation, conduct coaching for providers, and may also deliver services to families.

Staff Education and Experience

NSTRC does not have educational requirements for providers or coaches implementing SafeCare. NSTRC recommends that sites train staff who have good communication and interpersonal skills, are comfortable delivering interventions to families in the home setting, are responsive to coaching and constructive feedback, are motivated to implement SafeCare with fidelity, are open to new service models, and are interested in using a structured protocol for service delivery. NSTRC can guide agencies in selecting appropriate candidates for each type of staff position. NSTRC requires that SafeCare providers, coaches, and trainers complete SafeCare trainings and receive certification.

Project 12-Ways is staffed primarily by specialized graduate students in the Behavior Analysis and Therapy Program in the Rehabilitation Institute of Southern Illinois University of Carbondale with training in behavioral psychology, behavioral assessment, and treatment strategies for children and families.

Supervision Requirements

NSTRC does not have a maximum ratio of coaches to providers, but agencies should consider the responsibilities of coaches along with other job responsibilities. Please note that coaching involves rating model fidelity and providing feedback to the provider and may differ from staff supervision.

NSTRC requires that certified SafeCare coaches provide coaching, focused on fidelity monitoring and feedback, to providers regularly and conduct weekly team meetings to discuss cases and SafeCare implementation. In addition, coaches are required to monitor the quality of home visits either in person or through audio or video recordings. NSTRC requires at a minimum that coaches monitor a provider’s delivery of three sessions in each module (nine sessions total) for certification and then monitor at least one session per month thereafter.

Staff Ratio Requirements

NSTRC suggests that each full-time provider hold a caseload of 10 to 12 families. NSTRC recommends that local sites determine their ratios based on the local implementation model (for example, more families can be seen if they are seen less frequently).

Data Systems/Technology Requirements

Implementation data from local SafeCare sites are provided to NSTRC trainers on a monthly basis and then entered into the NSTRC portal by the trainers. NSTRC uses an online data collection portal that tracks agency-level data and provider-level data about fidelity measures and certification components entered into the system by agency administrators, SafeCare coaches, and SafeCare providers.
