Type of Implementing Agency

The University of Texas Health Science Center’s Children’s Learning Institute recommends that PALS be implemented by agencies with a sustained funding mechanism and an organizational structure that can support program continuity (such as Head Start, Early Head Start, and not-for-profit early childhood agencies).


Staffing Requirements

PALS is implemented by trained parent coaches. No information is available about other staff required to implement PALS.


Staff Education and Experience

PALS recommends that parent coaches have at minimum an associate’s degree in early childhood (or a related field) or work experience commensurate with education. Parent coaches are supervised by a person with at least a bachelor's degree in early childhood education, or a related field, and have three to five years of work experience in parent education.


Supervision Requirements

Group supervision is recommended weekly to discuss PALS content and family change processes. Additionally, individual supervision is conducted monthly through observation of a home visit. One full-time supervisor can supervise 10 to 12 home visitors.


Staff Ratio Requirements

The recommended caseload is one full-time parent coach for 12 to 15 families.


Data Systems/Technology Requirements

PALS requires technology to play videos in the home because it uses videotaped examples of real mothers and children to demonstrate each concept. No information is available about data system requirements for supporting service tracking or delivery.
