Average Cost per Family

In fiscal year 2015-2016, PCAP cost approximately $5,500 per client per year in Washington State. This estimate includes staff salaries, rent and office expenses, mileage or vehicle leasing fees, client services, training, and outcome evaluation by UW. Exact costs may vary depending on the size of the PCAP site and the geographic region where the program operates.

Purchase of Model or Operating License

There is no cost to purchase the model or operating license, and there are no annual fees.


Materials and Forms

The Difference Game, which is an assessment tool that case managers use in their initial meetings with clients, costs $35 [2016 dollars]. Training and Technical Assistance

The three-day pre-service training costs $5,400 [2015 dollars] plus travel costs for the trainer. Follow-up technical assistance and consultation are available at $125 per hour.



DatStat, which operates the PCAP web-based data entry and monitoring system, charges a licensing fee negotiated by replication sites. The DatStat annual licensing fee for the 12 Washington State PCAP sites is $31,000 [2015 dollars].


Recruitment and Retention

Local community health and social service providers, family, and friends refer clients to the program. PCAP also accepts self-referrals. The primary recruitment strategy involves meeting with staff and leadership at community agencies. A sample PCAP recruitment brochure is available on the PCAP website. There are no separate costs associated with recruitment.

The costs associated with client retention include $50 per client per year for necessities and incentives, and a $20 grocery gift card per client at the end of the program for completing the exit interview.
