Type of Implementing Agency

Most Healthy Start-Home Visiting programs are operated by nonprofit organizations or local health departments. Other types of implementing organizations include state health departments or other groups such as universities and tribal organizations.

HRSA does not have requirements for the type of staff positions that programs should include. Rather, they encourage the employment of a multidisciplinary team in order to provide comprehensive case management.

HRSA does not stipulate specific education or experience requirements for staff. Healthy Start-Home Visiting programs employ staff from a variety of disciplinary backgrounds, such as lay or paraprofessional workers, social workers, nurses, and public health professionals, to provide management and in-home services.
