Requirements for Program Certification

Designation as a Family Connects program requires certification from the National Service Office. To be certified, program sites must adhere to the 13 essential program elements in the Family Connects Implementation and Policies Manual. They must document program adherence at initial certification and yearly during off-site and on-site program reviews.

Pre-Service Staff Training

All program staff must receive pre-service training on the Family Connects model. Training involves both in-person and remote teaching, and focuses on program fidelity and strategies to overcome barriers to effective service delivery. The program uses a training-and-mentoring model, which involves didactic sessions, interactive small groups, collaborative learning activities, and mentoring. The start-up period leading to full certification usually takes 12 to 18 months. Home visits typically begin within two months of training.

To be certified as a nurse home visitor, nurses must achieve scores of at least 75 percent on an assessment of adherence to the manualized protocol, and achieve inter-rater reliability scores greater than 0.60 (Cohen’s kappa) on the family risk assessment.

In-Service Staff Training

The program offers in-service training for nurse home visitors based on a mentoring training model. Training intensity and content is based on the needs of the local population and continuing education needs of the nursing staff.

Training Materials

A tool kit, training manual, database, and assessment materials are available to organizations that contract with the National Service Office for training and technical assistance for model replication. The materials provide information on community development, hiring and training, service delivery, and quality assurance.

Qualified Trainers

Use of qualified trainers is required. The National Service Office employs three expert nurse trainers to conduct training and assess model fidelity for new staff.

Technical Assistance

Technical assistance is available for groups and agencies that contract with the National Service Office. Staff at the Center for Child and Family Policy assist sites with the program database and data analysis. Consultation related to program readiness, data collection, evaluation, and quality assurance is also available.
