Fidelity Measurement

The U.S. Department of Education established performance measures that included age-appropriate assessments of participating children in oral language, vocabulary, and letter recognition. States were required to report these measures, and other data, on the Department’s Annual Consolidated State Performance Report. Each local project was required to conduct an independent evaluation to support program improvement. In addition, states may have developed state-specific indicators of program quality and used them to monitor, evaluate, and improve local projects within the state.
